Two-layered justice system

The Street Judge

In this modern insane world there is no place for traditional justice. Electronic crimes, the presence of wild people without any knowledge of laws,  massive emigration created an environment where the police unable to work. Justice is currently unable to deal with all those crimes. Justice is unable to stop and unable to prevent crimes. If you decide to violate the law, you could, and no one could stop you.  Traditional justice is obsolete and must be reorganized. There is an excellent preventable factor to prevent crimes – it is fear. Well, we need a new type of judge. It is The “Street Judge”. The Street Judge is a policeman, a judge, a prosecutor and an executor (may be!) all in one. Did you see the movie entitled “The judge Dredd”? This is the man, I am talking about. Ok, I agree with you – I still need  justice as system. We still need special police forces, we still need jails and prison colonies(Russian-specific kind of prison). I am trying to promote the system is based on something else  – it is based on street judges.

How does it work?

First of all, we need the perfect technical equipment. Every policeman, every street judge must have a portable computer connected to a  central justice database. This database will be world-wide. There are  records about all human being alive and dead. The records include a biological identification, registered crimes and penalties, remarks about social deviation, medical records and so on. All these information  must be accessible at any moment from a police terminal. I suppose that great corporations will support this program with pleasure. Every huge corporation already has a similar system.

A street judge may pass a sentence only on at the crime scene, if circumstances are clear. Moreover, a street judge can execute the sentence passed immediately. If the circumstances are unclear, a trial may be started. The second base of a new justice is a prefect questioning system. Every suspect  can be arrested and legally questioned using psycho-chemical methods and polygraphs. We must develop a questioning system which gives guaranteed results. The third thing to be reorganized is the penitentiary system. The penalties must be harder that the current ones. The accent will be focused on hard-working prison colonies. Jail should be optional.  Well, an example for a civilized penalty I see the prison, where each prisoner has a collar with a explosive material and some electronic stuff. You know that I mean.We should realize that training programs for judges must be improved. The Street Judge must be a responsible man (or women).  

Final words

We have no time for advocacy; we have no time for traditional justice processes. The most important thing we should realize is that we have no time for human rights. Currently, we human rights cannot be applied to us – we cannot defend it. May be, a two-layered justice system could do that?
